Check personal-line account-opening progress

GET /v1/remit/vp/applications scope: remittances:read

⚠ Use stage; do not combine two statuses yourself

This flow has two statuses: our review, application.status, and upstream account opening. Whether the member can currently place a personal-line order is a function of both, which we combine into stage.

Combining them yourself will eventually diverge from our decision. A common case is allowing orders after our approval while the upstream is still reviewing: funds become locked, dispatch fails, and the funds are held in a bucket neither the member nor normal operations can unlock.

Only stage equal to ready permits orders with line: "pobo".
