可用码制（随上游同步，不是静态常量）

不是静态常量。 上游的码制表会变，我方按同步结果下发。

把它硬编码进你的界面，等上游下线一种码制时你会继续把它显示给用户。

⚠ 上游已经不返回的码制不会出现在这份清单里，但我方的历史订单仍

保留着它（要靠它解释「这一单当时走的什么码」）。所以你可能在订单上

看到一个不在这份清单里的码制 —— 那是正常的，不是漂移，**别拿它去

校验历史单**。

region 是 ISO 3166-1 alpha-2；可能是空串 —— 上游对少数几条

走廊确实没给国家。按空串处理成「地区未知」，别过滤掉它。

响应

200不分页。按 region + code 排序。
